My QB has put up worse numbers and more INTs than his backup who is like 3 levels below him. I thought his build was okay, but Im about to level up and boost him so what do you guys suggest to get better numbers??

I would say your confidence is too low. If your have a low confidence score, when you throw a pick, your QB is more inclined to throw another.

You need to get your confidence up to at least 27 at that level. Also many backups play better than starters in this game. It's a weird quirk.

I think that happens because they are going into the game fresh and only have to play a few snaps so they don't have to worry about getting tired and their attributes deteriorating throughout the game as much. They probably wouldn't be able to keep up their numbers throughout an entire game

Seriously, take a look at my QB and his much lower leveled backup. It's ridiculous.
