Safe bet would to look at your cash and divide it by the number of players you want on the team ie. 1,500,000 / 40 = 37,500 for a season or 937.5 a day.

Since this is a pee wee league you have no expansion costs to the stadium, no promos, and limited income from seats (~393k) so I would aim for 1.5m in Total Salary on your roster page.

No, better option is to max out on salary cap to get most of bonus morale.

But if you cannot pay their salary you will lose the moral bonus during the season. How much fun is it to be in the playoffs without moral bonuses?

Edit: And you can always negociate your contracts up during the season to increase the moral bonus once you have the money in cash.
