Depends on how you want to build, what finished build you want to end up with, and the kind of return tactics you want your returner to utilize while he is in the act of returning... Make sense?

A WR does give you alot of options to utilize. They can get RS VA's & SA's now. They come with head fake, spin & juke. Find you an upgrade EQ of juke and you will save some SP to put into something else. Get catching up and offense can use them also, whereas a returning CB will most likely be dedicated.

You will spend 300 flex more a season boosting that WR though. Add that up for 70 seasons, and you've spent some moolah.

3. CBs get the bonus to RS, the best kr/pr SA.

4. CBs can pick up Spin as their bonus SA, the second best kr/pr SA. WRs have it as a fourth SA and HBs as a 5th. This means that CBs can get it for cheaper and with no pre-reqs. Although the same could be said for WRs and HBs with RS as a first SA, CBs get the better end of the deal as you can see in number 5.

5. CBs have the best progression of kr/pr SAs. Since pure kr/prs get the huge bonus given by the Special Teamer VA and they will likely want to run at least 2 pieces of %AEQ (either 1 BT and 1 Avoid Fumble or two BT), they have a very limited number of sps to spend on SAs. Most agents who go WR or HB try to argue that these positions are better because they have more offensive SAs (Juke, HF, Spin, PT, etc.), but they fail to take into account the large sp investment taking those SAs to reasonable levels will require. Not only that, but (as mentioned earlier) they have to spend sps on prereqs to get to the second most important kr/pr SA: Spin. In contrast, CBs get their most important SAs in the first three slots of the speedster tree and as their bonus SA. This allows them to have much more control on their SA sps investment and to invest much less sps to get those SAs to a reasonable level. For example, let's say each position wants to run 4 pieces of AEQ and hit 10 FS, 10 CD, 10 RS, and 10 Spin along with +21% BT chance and +21% Avoid Fumble chance. To get this, each one would want to have Spin and RS as their two other pieces of AEQ. Here are the sp expenditures to get there: CB--65, WR--67, HB--80.

So WR and CB are close in SA expenditures and HBs are way up there. But, CBs also get a bonus to RS and the better height and weight. So though maybe only slightly better than WRs, CBs are at least somewhat better and they are cheaper.

The only reason to go with WR or HB is to get a really fake heavy build or to build a power returner, but each would be SA heavy which would be huge sacrifices in your physical attributes that are getting a 15% bonus or higher.
