It needs to be higher actually. You need tackling ATLEAST to the 3rd cap. Or else you will have numerous missed tackles at the PRO/WL levels.

The main thing you can do right now is this(in this order)
1. Move equipment to Speed
2. 3rd cap Tackling
3. Take Agility to 73
4. 3rd cap Vision
5. Take Speed to 73
