All told, almost half of the league (13 teams) are CPU.
Maybe it's a pipe dream, but it shouldn't be too hard for them to redistribute the CPU teams evenly between the two EEAA3 conferences right before the season schedules are drawn up. Or even between EEAA1&3 leagues as the team level ranges aren't all that different.
