It says "making it easier to tackle or avoid them". So is that a break tackle or a fake chance?

No, it reduces the morale of the defender. That will reduce his ability to make a tackle, avoid a fake, etc. It doesn't have a direct impact on any break tackle/fake roll from what I understand, but indirectly improves your chances by lowering the defenders morale.
