So I understand the issue with money and player movements.

BUT what about teams that are NOT doing accounting gymnastics, doing everything on the up and up, just merely moving players/rosters as they grow in their builds still going to be penalized/limited?

Player movement is NOT mentioned in the announcement (in its current form)

As we've focused on other issues and areas of concern in past seasons, we've noticed an increasing trend of teams and agents abusing the system and taking advantage of no clear cut policies regarding farm teams and collusion to be "cash farms". We are currently working on putting some systems into place to make these loopholes harder to take advantage of so that people don't have to worry about abusing the system or not. In the meantime, we are implementing some rules and policies which will help resolve this. These rules and policies are effective immediately. We will also be going through and reviewing teams who have been grossly abusing the system and applying monetary fines to the teams involved.

FARM TEAMS AND MERGERS

While we do allow farm teams and mergers, many teams misunderstood what farm teams are supposed to be doing. Bort has stated in the past that you are not allowed to take a team's cash with you in moving from team to team and that if it was done, there would be massive penalties applied to both the player and the team. Farm teams and mergers were never meant to be cash cows for the upper level teams and that is going to stop.

No movement of cash from team to team- this includes but is not limited to:

-- signing a player to a team and giving them large signing bonuses or cash like incentives (through the EQ fund) and then releasing or trading them to sign with another team within the farm team system.

-- getting rid of all team cash prior to selling/gutting a team with the intent to move the majority of those players to another team.

Example: Player A signs with Team B, which is part of Organization 1. Team B puts 10 million in the EQ fund and Player A uses that money to fully equip his player with level 64 gear. Team B then releases or trades Player A to Team A, another team that is part of Organization 1.

Example #2: Team B is gutting at the end of the season. They load up all their players with cash and EQ and then a large number of players from Team B go to Team A.

-- violating this rule the first time will result in the team being fined 1/2 of all team cash (this includes money in the EQ fund) for all teams involved (in the above example, Team B and Team A would both have 1/2 of their money removed). A note will be entered for all teams and players involved.

-- violating this rule a second time will result in the team being fined all of their team cash (this includes money in the EQ fund) for all teams involved AND the EQ will be removed from the players in question. A note will be entered for all teams and players involved.

-- violating this rule a third time will result in team forfeiture(s) as well as the team owner(s) being perma-banned from GLB. All EQ will be removed from the players in question.

RETROACTIVE PUNISHMENT

We will be going through and applying retroactive punishments to teams that have been blatantly and grossly abusing the "no taking a teams cash with you" rule. These cases will be dealt with on an individual basis and will only be enforced against teams and organizations that have clearly gone above and beyond what would be deemed appropriate behavior. This will count as violation #1 for those teams involved.

REPORTING OF POSSIBLE RULES VIOLATIONS

If you believe a team or group of teams are violating these rules, please send in a Support Ticket with as much detailed information as possible. A Support Admin will look into the matter and determine if there should be action taken. DO NOT post potential rules violations in public forums, any such thread is a violation of forum rules and will be deleted.

Just a simple question:

When I give 15 players of my casual farm team alloance in the equipment fund for 4 mil to upgrade 4 pieces of level 64 equipment and all 15 will move to my WL team at the end of the season is this a rule violation or not?

How do pee wee teams factor into this equation? Can teams still funnel money to players on their pee wee teams since the money gets reset every year?

Normal allocation is just fine, especially if the player has been with your team all season.

I got a question for you Catch...

Say I have a team that is not affiliated with any other teams (aka not a farm team) and I have one of my own players who could use money for EQ, is it a violation of the new rules to sign him to my team in the off-season and outfit him with EQ money, then release him to go play for a non-related team?

While this is technically a movement of cash from one team to another team, it has nothing to do with farm teams or mergers. The rules and examples aren't all inclusive but to my interpretation, it seems like this change was done to stop multiple teams of the same network, from using a work-around to basically have two incomes for one primary team.

Anyways, just throwing it out there.
