Summary - how do we prevent money 'exploits' / cash farming teams / etc.

Yes, because that's the only way we are going to be able to stop the ridiculous current money laundering exploit that is going on, and what is fueling a ton of gutting and dropdowns.
The only way we are going to stop money laundering through players is by making it so money cannot be couriered by players to other teams through equipment or signing bonuses.
In real life, players don't go to another team and tell them they don't have to pay them because they got paid at their last team. In GLB, players can collude with owners and keep it under the radar so we don't know it's going on, or there's enough grey area that it doesn't matter. The only way to stop it is to not make it possible. Trying to police it with rules doesn't work because is too easy to hide things through intermediary channels and guises of trades etc. You have to change the system to make it either not attractive at all, or impossible to do.
Also, there is a MAJOR bonus from changing this system: Cash farm teams will become obsolete, removing them from the leagues and making for more teams who are actually trying, increasing the level of competition in the minors.
Q: Are cash cow teams really that common?

Yes, there are a lot. It is also a VERY common practice to load up all the players on a team with cash before selling it to the CPU. That has been going on with far too many teams since season 1, and is completely against the spirit of the game.
This sort of change has to also go along with training not requiring cash for the player, but simply requiring him to be on a team. We get the benefit of hurting SSB to with it.
Many ideas thrown around - a lot of thorough discussion - with plenty of ideas being analyzed. Some of the ideas:
- when a player leaves a team- equipment is stripped and 50% of the cost of that equipment goes back to the team
- Teams would build 'equipment' rooms much like they build up their stadium - and this 'equipment' room would reduce equipment costs (by some amount - something in the 3-25 or 50% range depending on how upgraded the equipment room is
- possibly tying player morale into contract size
Nothing settled on; just plenty of brainstorming going on.
