Actually they should be able to keep what they already have, they just shouldn't sell any more tickets at those low levels. It doesn't make any sense to take away things teams already earned legitimately, especially if you also want those teams to be at levels appropriate for their roster instead of losing 255-0 in every game.

If the Detroit Lions said, "you know what, team ownership is done playing at the NFL level and have decided to invest heavily in a team of talented ten year olds, but we expect season tickets holders will be just as excited about the new direction we are taking the team." I suspect that you wouldn't be able to sell out a single section of that stadium... hell, at NFL prices you wouldn't sell out a single row.
But the problem is that they will still have their stadium fully developped. IRL the stadium would degrade and require upkeep costs. In the sim, even if you limit the output of the stadium the fact remains that you wouldn't need to spend any more money on it.
