It's based upon the Effective and Average Lv in team rosters. I know it's early and probably most of the teams didn't boost yet but it's a start. We'll have something to complain during preseason and I'm expecting alot of "mine is bigger than yours" commets. 
1. New Jersey Wardogs - 66 (+2)
They have some O-Line problems (call me C), 40 man roster including 3 CPU players but atm are ahead of the others.
2. Istanbul Titans - 59 (-1)
Full roster (45 players) seem ready to compete for the title this season.
3. Athens Odyssey - 60 (+6)
Here we're.
4. House of Pain - 61 (-1)
35 players and many contracts ending, must do alot of recruiting if they want to go higher.
5. Prague Warriors - 70 (+2)
Only 35 players (including 7 CPU) and most of them in their decline, can't see why must be higher than this.
6. Warsaw Pact - 52 (+6)
Solid team ready to compete for a Home playoff spot.
7. Nevada Farm Boys - 53 (-1)
This Farm in title and many inactives put them so low.
8. LaDoua Dragoons - 46 (+1)
Another team with a complete roster ready for the big jump.
9. Victoria Mule Train - 48 (0)
42 man roster with 4 CPU. They can fight for a playoff spot.
10. Dakar Giant-Falcons - 50 (+1)
Need work (many inactives and only 37 players atm).
11. West Charleville Sharpshooters - 45 (+2)
Many low lvl players in their roster, no one knows how will play up there.
12. Lviv Lions - 42 (+2)
Lost from Sharpshooters last season, can tthey beat them this one?
13. Misctanbul Crusaders - 53 (-6)
Human owner, team full of CPU players.
14~16. CPU Teams
