Dumb question, but when Bort speaks of waypoints and "hot spots", what exactly does this mean?

coding the play so that the HB is guided somewhat, doesn't end up far away from the blocking or the sensible path.

This. He'll pick x,y coordinates and make it so the HB has to be no more than x distance from that spot.
