i already outlined how to do this.

whichever regions the WL conference champs came from, get another team. if they're different conferences, then the day 40 scrimmage between the two pro conference ship losers is for a final birth. if the two WL conference champs are from teh same region, then all 4 conference finalists from that region move up.
