When setting your tackling tactic to power, is there just a set percentage of tackles you will miss because of this tactic or can we compensate by putting enough points into tackling and the Wrap Up SA?

I don't think the wrap up SA works when you're doing attempting a tackle where forcing the fumble is the focus - by definition, they are two different things.
Just my theory, anyway. Haven't tested. But if you read all the definitions, and consider that your options are wrap up or force fumble, then it makes sense.
