Anyone have any idea how bad the OOP is for a WR playing as a CB or DB?

I don't think its supposed to be too high, but its really hard for anyone other than Bort to give you much of an answer beyond that

Most likely between 5-10%. If you are really curious you can use Deathblades speed script to find out roughly what it is. Look at his average speed as a receiver and compare it to his average speed as a corner. The team my WR is on used him in the QB spot and based on the difference in speed I was able to compare his speed in the two positions and he was about 35% slower at QB. So the penalty is around 35% for WR to QB.

Has anyone tested this with a FB playing TE for blocking purposes?

Same goes for that; minute penalty and works well. I think most teams with only 1 tightend do this and vica versa. At least any team I've OC for has.

Expect a LOT of missed tackles if you play against good opponents.

What would you guys think about a offensive lineman playing as a TE or FB? That happens quite a lot IRL in run heavy formations.
