Very possibly true...... But only a couple will move to Silver next season so 98% of the teams here will still be here. 
I expect new owners for some of the cpu's too.

Hard to say exactly how many will be moving up really atm. They may move up any human owned team with a better then decent record to silver to replace any CPU's as well. Really hard to say.

id say that a lot more than 2% will move up. I think they need to bump at least all of the conference winners, kind of like what the Minors system is like.
maybe even bump up all of the playoff teams.

I wouldn't say all of the playoff by no means because we will have some scrubs make it into playoffs but top 4 of each conference would make sense though too. We will all see i guess. Hopefully whoever moves to silver will stay in same league!!! Need to keep rivalries going or it's not as much fun.......
