He is pretty damn fast, but from the looks of the build I bet Kickers/Punters could break his tackles.
As far as a rating goes, on a scale of 1/10 I would give your linebacker a 5. I just can't see a linebacker being effective with that low Stregnth/Tackling.

Focus on capping agility, strength, and tackling ASAP. If you wanted a corner, then build a corner.
