110/60 is faster than 100/70.

Maybe their is something I am missing, but would it not be possible to first just put your player on kickoff special teams. Second, arrange your equipment so you have higher speed. Watch your player when your team kicks off at the beginning of the game or only have your player on the kickoff depth chart, so stamina is not a factor. Next, take ten equipment points from speed and put it into agility. Again watch the replay when your team kicks off first. Put the two replays side by side and count the number of ticks it takes your player to reach each ten yard interval until you reach the opposite 40 yard line. Write down your results for each ten yards. Repeat this for the other replay, then compare.

You can do it with two players in the same position, on the opposite side and compare in the same replay, but then you can have other attributes or sa differences making your results invalid. For easier testing only have your player on the kick off special teams chart that way you can get more film and not "waste" a game if your team does not kick off first since your player will still have full stamina the first time your team kicks off. Run the test a few times, then you can see exactly how much a difference the different ratios effect your player on pure speed. That way you are equipping your player based on more fact based on your build and less opinion.

I think it would be easier to pm your owner to set it up, and take two scrimmage games and know which is better for your player than to listen to opinions from people that most of them probably never did a controlled test. Also it may be different for different builds, sa's and vet abilities, so what equipment setup that is faster for a guy with 10 first step may not be the fastest for a guy with 1-4 first step. That way you see how if directly effects YOUR player. Again unless i am missing something, but with free scrimmage games coming up what does it hurt.

I don't mean to drag up an old thread...awww what the hell yes I do.

Before I found this I was curious about this also. I was fortunate to assist DC and we placed both of my CB's on KO to see what result we might have. Here is the copy and paste from the other day as a very similar situation as this OP states.

Look how much faster Trailer Trash is than Play Taker right next to him.
I am sure it is because Trailer has more agility, but look at how much more Speed Taker has. So it is evident to me you need to have agility to help fire off your speed.

If you're just looking at the max speed in those two kickoffs, Trailer Trash's wasn't higher than Play Taker's in either of the kickoffs you linked. He did get up to his max speed a lot faster though.

In the first link, Trailer Trash reached a speed of 25.12. Play Taker reached 25. Almost no difference in max speed. Trailer Trash hit his max speed about 10 yards farther downfield.

The second, they both hit a max speed of 25. Trailer Trash hit his max speed 12 yards later than Play Taker.

In any case, kickoffs may not be a great place to compare speed. There has been a lot of discussion and speculation about speed limiters on kickoff teams.
