Has anyone ever done this? The way Centers level up, once you cap your main skills you can certainly get speed and agility high enough to make him useable at FB. Just curious if anyone has ever done this.

The out of position penalty is severe enough to make it not worth it.

I have seen it work but the C is usually level 45 to 50. The OOP is still very high and it rarely works early in the players career. The C can be great for special teams or any O line position. If you want to make an interesting C I suggest to build one like a OT. I have seen that done and the OOP seems much less.
