I plan on getting to the second cap of speed next while training vision/catching. Is that a good plan or would you do something else? Any advice is appreciated.

Bring speed up to 80 naturally, then work on agility. that should keep you busy for a while.

You are on your way at level 8. You are going to need to get catching to the soft cap. Goal would probably be 70 naturally in speed but there is actually more benefit working on your 3rd soft cap with catching unless you want him to be gimped for the majority of his career.

Then you can start working speed and agility up while training your other secondaries, jumping, vision, carrying, confidence and strength.

Does strength do anything else for a WR besides breaking tackles?

and thanks everyone for the advice

You don't need much strength so only train it after worrying about the other secondaries. I tried to place the secondaries in order of importance.

However, there are run teams with 40+ strength Wr's but that's no fun.
