Centers shoulders must remain square to the LOS, but there is no rule requiring a between the legs snap. If the center turns around to hand the ball to the QB, it is an illegal procedure; however, this play, called "Wrong Ball", was declared illegal a few years ago - it violates the spirit of good sportsmanship.
