What are the SA's a center needs to focus on and how much for a balanced offense that is even run/pass?

I think vision plays into the "general" equation as well but can't say that I'm certain. Confidence needs to be soft capped at the very least before points start going in to "line general."

I agree Line General is the most important overall SA for Centers because it helps the whole line.

For the others, I think Foundation and Get Low are the most important, because they say "very important" (as opposed to Pass Block and Run Block which just say "important," and although we can't get a measure of when each of these are actually working other than Pancake, I have to think Bort made the descriptions that way for a reason).

If you are over-leveled for your league and/or have relatively high strength, Shock Block and Strong Arm are good. If you are under-leveled, Cut Block is good.

Jack, you don't think confidence has something to do with the "general" skills triggering? Curiosity makes me ask why not? I'm pretty convinced that it does.

Or do you just not like "line general," I could actually understand that better

yeah, i'm interested why you say to ignore it. it kind of makes sense that it would be related, but i have no evidence that it is. do you have evidence that it's not?

Do you have evidence that it is? There is absolutely nothing in the language written that would even imply that there is a trigger needed for Line General to go off. That coupled with Bort stating that some SAs don't have any kind of pre-requisite and just work ages ago would also help to support this argument. Furthermore, most SAs that require some sort of ability requirement to be effective say so in the description. If anything, there's a lot more evidence to support that it acts on it's own that there is that it needs something to help it go off.

Why would there be a VA that increases the chance of a "General" ability to trigger by 3%?

General abilities are trash. To get it to 10, its a shitload of SP. Get your linemates to train Stamina a bit, have good builds so they dont give up tons of sacks, and stamina and moral dont matter.

Yeah, the Natural Leader VA ability does prove that the LG SA triggers sometimes and not other times. so it does trigger, and most of the ones that trigger depend on an attribute, but most of them also say what attribute they depend on, too.
