There must be some reason why points are distributed upon every level up for offensive linemen, with tackling taking a cut. I am rather curious to know if this is something that should be trained, and if so, for what reason.

no - ignore it.
Bort has confirmed it a while back.
Its not important (apart from tackling after a turnover)

By making tackling a minor stat, he was able to control the gains on all important minor stats within the same framework of 2 attribute points to major stats and 1 attribute point to minor stats. So the only use of tackling as a stat that level-increases is to reduce the level-increase of the other minor stats.

It is to offset the advantage linemen would have if the points went into a usable skill. It does help on a turnover if the lineman is able to tackle someone so it does have the slightest bit of value.

Unless you are creating a player solely for special teams and want him to play both ways - but then I'd recommend creating a DE.
