I think they can in a capped league for this season and next at least because they'll simply outpower everyone else. But that's a decision you need to make for yourself.
As long as you cover my level 16 equipment when it hits, you can have me for slightly above minimum. Build your stadium first, take care of me later. Day 40 contracts only please. As long as you can guarantee me max XP, I don't need to start either.
