Not necessarily. Bort has turned off adding CPU players while teams adjust their rosters with recruiting this off-season. Those rosters still have to maintain a 40 man minimum and have you seen some of the new CPU players that Bort has improved. Their scouting bars are as good or better than most human owned players at the same levels.

The Frogs roster is pretty similar, I am hoping they get some breaks in recruiting soon.

Rhinos in the Elephant are pretty similar. They have a total of 4 human players atm. At least they are trying to get players though.
