Maybe, Bort's moving teams that have been deemed uncompetitive in their existing leagues. There is no explination as to how this will be done, other than teams will be moved to the bottom tiers of thier region. It's possible that some existing "flagged" teams could be collected together to be in their own level capped league. Who knows.
