I have a level 7 C playing in the D-leagues build is open just wondering when it is a good idea to start plugging the SA's and how I am doing overall. Thanks for the help.

I'm slowbuilding a C, and calculated that I'll be spending points in SAs around level 25. I wont release my build plan, though (but my build is open... hmm)

I would start working on specials after...STR to +4 cap, BLK to +4 cap, AGI to +2 cap, SPD and STA in the 30's. Ok, now fine to work on Specials.

You may want to get 3 in Line General (or even 5) somewhere in your late teens if the rest of the OL is playing low stamina builds. If they have lots of sta, it's likely OK to ignore it until you are done with stats.
