Am I going about this the right way? Should I put more points into speed? Should I not even worry about speed? Should I put more into agility? I'm really stumped... I don't know if DT's don't really get too much stats, but he honestly doesn't really do much.

Definitely get your speed and agility up, it'll help a lot.

if it was my guy, I'd get agility up to 60 asap. soft cap speed is enough but soft cap agility isn't.

Agreed- get agility up to the second cap. If you can get 8 bonus tokens and use them to get an extra 2 SP, you can get Agility up to 61.38 (the second cap is at 60.53, so at 60.38 it still only costs 2 SP for one point).
