I have roughly compiled a data analysis of the current rosters and here are the results I have determined. This is not supposed to be perfect in anyway, especially since I developed the formula on the fly while wasting time during one of my classes 
The numbers next to the team represent the score out of 100 that the team recieved
New Jersey Hood - 90.07
Saskatoon Spitfires - 87.69
Thunder Bay Bloodhounds - 87.50
Prince George Bulls - 85.57
AU Tigers - 85.27
Moose Jaw Blazers - 77.42
YellowKnife Bandits - 76.38
Hill City Heat - 74.70
Canadian Bacan - 72.43
West Coast Trojans - 71.49
Alberta Express - 64.96
Nova Scotia Curlers - 58.06
Chilliwack Thrashers - 48.55
Montreal Rush - 43.72
Ontario Wildcats - 27.98
The Anti-Mod Squad - 27.04
These numbers were attained by taking each team by their current roster and breaking them into the following categories:
Starting Offensive Line - 25
Starting Offensive Skill - 20
Starting Defensive Line - 25
Starting Defensive Skill - 15
# Depth * Average Depth Level - 15
Each category was normalized to 1 by the max value that a team had in that category and then multiplied by the value next to the category to get a score out of 100.

One other note, for determining the average starting levels I included a 0 if they did not have a player for that position currently. Also I went with the assumption of a standard 4-3 defense. Sorry if your score did not reflect you running a 3-4.
