I would say it's because you are paying money to play a game and the point of the game is winning and getting to the top. Intentionally slowing down your progress either means that your goal isn't to reach the top (the top being Canada Pro), or that you have the money to keep dishing out 400FP a season to extend your ownership of the team - and given the fact that two thirds of the KC players are the owners' own players, and he boosts, I'm sure he has quite a lot of money.
