I imagine it goes as follows...
Four teams are tied for twelfth. Bali and Kyoto earn twelfth and thirteenth due to being 2-1 against the other two. Bali beat Kyoto, thereby winning the twelfth spot.
Macau and Vientiane then are left for fourteenth and fifteenth. In a two way tie-break, head to head is first, so Macau gets fourteenth because they beat Vientiane.
Vientiane therefore takes fifteenth and will be relegated.
