it has been awhile since i have played. am building a kicker, and he is now level 26, but still has no VA points. Is it no longer at level 25 that they start?

Correct.
VAs are now tied to days of the season. 1st Day of the 2nd season you get 2 VPs, and you start to earn VXP. Levels have nothing to do with it anymore.
I've never tried creating a player mid season to test if it's age based, or season days only.
