Let's say hypothetically you made a pass rush for that can't tackle the QB. Which SA would help tackle the QB more?

Also does any part of power tackle work on wrap up tackle setting?

Yes. And because of that I think I would go with it. Would be like a 30% make tackle piece.

Yes. I can probably dig up a quote that the %MT bonus is independent of the setting.

For your frail ass blitz CB, that has every disadvantage, it's probably going to depend on how you adjust the build.

A % bonus on a low score isn't as helpful as it could be if you found a way to invest in Tackling attribute. Remember it's also the radius of non diving tackles.

If you're going to do the exact same build again, you're most likely better off with the linear bonus of WuT.

If you mean VA, you'd have to do the math. Re-roll 60% of your fails, and then add in your success rate. You could probably get decent mileage out of DvG also. Textbook could be an option if you go that route.
