We're better off with 4 and 5.

Currently it's 5+ and 4-.

The real question is why.

Do we know what it was in previous seasons?

Nope. Hasn't been looked at before.

I think first and foremost, we just have a dearth of effective passing plays. Plays like Clearouts should be a good passing play, but is not - because the QB is ready and more than willing to throw it to the HB in the flat who is 4 yards behind the LoS, with a LB right on top of him, 18 ticks into the play with no pressure coming what so ever.

Can't this be overcome by making the HB the last option in the progression?

Rob had probably the best run in GLB history with his 4/5 WRs, deep passing attack. Only team to consistently destroy my defense. That was before I went on my hiatus. Not sure what changed...but passing was king for a while.

Zone was a hell of a lot better when I got back too. I never use to get INTs before I left.

High Footwork HBs came to be popular.

Power HBs already tested players quickness and power tackling skills - now having guys testing grip/tech and footwork were all over as well - meaning defenses that already were stretched thin on tackling skills to be excellent coverage players now had huge issues against the run and people building offenses took note.

Now we're seeing slower powerbacks make a large splash and once again altering the run game entirely.

Whereas passing has devolved into 'roll vs roll' stuff because of how well the 'yo-yo' effect works on really speedy guys. Seriously, a DB can cover a 100/100 sprint/quick WR better than a 65/65 guy - he'll react to the cutbacks quicker, get on the cuts faster, it's insane how the phyisicals level of the WR will actively boost how quickly a defender reacts to them doing anything.

I imagine it's done to prevent large blowouts with passing, but it's annoying. Or it may be related to the 'pursuit fix' that happened a long time ago that made the entire defense react faster to HBs who have high quickness values.

Maybe some plays, but you get plays like this: Singleback TRIPS WR1 Clearout where you make WR3 the first target (making HB last) and you still get a ton of dump offs. Like it up on Scout. 31 HB targets on 76 play calls. A YPA of 1.70.

People complained about Rob's AA team and deep passing got nerfed. That seems to be when it all went haywire. The cushion DBs had on WRs was extended based on speed. Footwork was buffed going backwards. Chase Down became Cover Expert and got a boost. Other nerfs came after. The end result is that speed on WRs isn't nearly as impactful. Because like you pointed out....you can simply roll a slow CB and add deflection to his build to counter. They can't get burned like pre season 30 DBs.

Beyond that, Defensives get away with low cov tech way too easily. Right now fast receivers can't burn you deep or shake a 50 sprint, 30 cov tech DB on routes all that much. Compared to elusive RBs who will burn a slow defender fairly easily.
