Biggest difference between the two is TV wants not only a win but a BIG win to provide the value that spin cycle provides.
Spin Cycle is different it really just needs any winning interaction within the first 8 or so ticks to be great. TV fires near constantly being tick based. Spin cycle only fires on wins but those can happen anytime during a block. So math works out more like 20% chance per tick of engagement
