Does that happen when you send out a high contract, adjust other team contracts, then when the player signs, it pushes you over the cap?

I said something last time I noticed it and CD called me a pussy. So I don't think they care about it. I would love to find the secret on how to get away with it though so I could fit more players on a roster for an advantage to my team.

lol, In rookie you can manipulate your signings of players to go over your cap. However, to re-sign players, its harder. Dallas just wants an extra advantage in rookie for some reason. In theory, if he were to continue into Soph, he won't be able to sign everyone to the same contracts. Also, your on his team! You can ask him the secret

sign 36 players in preseason and then retire one leaving you at 35 players then the salary cap doesn't apply, Hawaii Bulls ran 35 players for their last rookie to vet run using that method
using that method i had like -40mil cap by signing the whole team to high contracts 2 seasons ago during the offseason and then i messed up my salary cap and couldent fix it so i reset the team in its sophomore season to get back to 36 players under cap.
Basically if your under the minimum player cap the salary cap limits don't apply
