Warrior General Games

Does anybody know when these things kick in because I am at a loss. When I think I know the answer, it changes. Take the below play. Which tactic do you think kicks in?

Red Zone -> First Down
or
4th Quarter -> Trailing 3 Min Offense

Since nobody tried to guess, I'll tell you. Red Zone -> First Down tactic kicked in. I would think 4th Quarter tactics would override. I am baffled because 4th quarter tactics override the "Basic Strat" tactics but do not override the "Red Zone" tactics...
