But in real life, a very good DT is as expensive as any player on defense. The main issue here is salary cap.

I'd argue that the loss of SA's and the out of position penalty is enough to counteract that. If that's still an issue the salary of DE's and DT's could be normalized. DT's become slightly more expensive, DE's become slightly less expensive.
