I have 3 Sophomores that are free agents..(a S*** and 2-S****) my team just made it into a sophomore league but cannot sign them.. is it because they have 3 and 4 star ratings? or is it cause some teams may still be in playoffs? or is something else completely that im just not seeing?

I believe it's because they have 3 and 4 star ratings, yes. They're a lot stronger than the other sophomores who are starting at 0, so they're not allowed to play in the same league. Your guys will have to join a journeyman league or wait until next season to be signed.

It's not just the "tier" like rookie or sophomore you have to worry about it's the player level.
For a new Sophomore team you need Level 10 sophomore players without any extra experience.
It's designed to prevent "cheating" otherwise everyone would just set up a team with full sophomore players 1 game away from Journeyman and sign them all.

so what if the sophomores are at the exact same progress as the players on the team? for example (cause that doesnt make total sense) most of the players are lets say lvl 10 and 2/3s to lvl 11.. the free agent is also lvl 10 and 2/3s but it still says the level is too high for the team cap. do i have to wait for the league cap to be 11? or will that even happen?

If your team has played as many games as the player has in that tier - you can sign him.
