It's a 20% increase on a skill with a max value of 225. It can boost sprint by as much as 45 points, of course you need a bit more balance to handle that superhuman speed.
I mean even if you managed to have only 1 sprinting, that's still a base value of 126, so you'd boost your speed by 25 points.
You can pretty much build flat because of it, get sprinting, balance, footwork, quickness, all around 60 and you're still good, even if you have to chase down a 100 sprint HB, you'll have the angle and with 60 sprint and closing speed you'll have 97 sprinting to help limit his lanes with a super minimal investment. And since he's sold out a lot to get that 100 sprint, you're good.
You also don't lose all that speed when the skill stops firing, you have to decelerate out of god speed mode over time so it's a benefit longer than the skill suggests on top of that.
Boosts conditioning too so it helps players do this all game long.

Shhhhhhh....you are giving away some of my zone secrets.

This is why it's so effective on Defensive S*. My S* FS is close to (and will be at) 100 Sprinting / 98 Conditioning so popping Closing Speed is like adding a jet pack on to him and giving him a gigantic Energy boost to fuel it.
When he maxxes out I'm going to calculate how fast he's really going on some plays with it.

Sounds similar to the KYM S*FS here (90 cond, 95 speed, Closing Speed, Monster Hit), who's currently the #2 All Time FS in the HOF

No, you can't. If you do, your player will take a few steps after CS fires and then fall down for no apparent reason. Or, if they manage to stay on their feet, they overrun the play and run out of bounds, missing the tackle. Like I said, it takes about 10 more points of Balance than normal to offset it.

Eh, if you aren't taking footwork or quickness over 60 it seems like 60-65 balance is alright - but it's cheap enough that going higher isn't much a problem either and it's always good to have balance, but consider what a shit-show a HB with 70 balance and 60/60/60 sprint/footwork/quickness would be - it's amaing what the skill lets you get away with.
