"When tactics calls for inside or outside run D, play distance doesn't matter. Distance only applies to passing plays. Example scenario: Your tactics calls for 100% inside run defense on first down. You only have a medium inside run play and a short inside run play in the playbook. Both plays have an equal chance to be called on first down."
If you have your Defensive Tactics Matrix choose an Inside Run play, then you get into situations where you need an Inside Run play for every formation. If you don't, then the system starts picking a Pass/Run play that's in your book.
Example: On 3rd and Very Short (which you define as 2 yards in the box at the top), you're going to use an Inside Run play. Except your opponent chooses a play from 3WR TRIPS and in that Defensive Alignment, you don't have an Inside Run play. What does the system do? It makes a choice out of your Pass/Run plays.
Inside Run and Outside Run aren't designed to have distance as a modifier, but it can become one if that selection doesn't have a play in the formation the Offense chooses.

How about, if you don't have an Inside Run, will the CPU choose an Outside Run before choosing a Pass/Run play?
