For me, the best 'rushing QB' is one who has at most 50 sprint - and is just set to take off if there is something wide open.
Gets good gains when it's there, you don't need a lot of speed, and the sprinting helps if you have a high footwork to make your pocket movements much more fluid and buy more time for passes to complete.
35 is probably enough sprint to get it done in most cases, but closer to 50 is nice.
