When it says each career tier you pass gives you a point towards making a superstar player does it mean rookie to sophomore or like rookie lvl 5 to lvl 6?

It's 30 games between league/ladder to graduate to the next division. Idk if the end of season catch up mechanic gets in the way of this working if a player uses it.

I vaguely remember some one saying after day 15 or 20, around there, the tier upgrade will not count for players using catch up exp for rookie season

day 24 is the last day you can make a player and still have it count for *S points. when making a player you can see a ? next to Experienced. is how to find this info
