Good point. For the owners who create a team of players and don't want to juggle rosters they'll designate their team as "xxxxx" (insert designation here, I currently can't think of a good one) and be slotted in to the league with the appropriate amount of cap space for their roster.
Thinking about this a little more, this would work with a smaller owner base but to have this be able to grow with more new owners you'd want to have two conferences. One with leagues for those owners who don't want to juggle rosters and one for those who do, in a Relegation System.
Then the ladder games will be games between the conferences matching up teams based on their total salaries.
