Remove Rookie Tier for starters
To me rookie is by far the most fun of any tier. Still three leagues and lots of teams. There are no super teams and upsets happen fairly regularly and new guys can actually have fun. It would once again go back to putting a small bandaid on a severed limb. A few more seasons down the line we’ll want sophomore gone, then Journeyman. Should just do it right with a good plan.

Would keep Vet, and turn Rookie into a PeeWee style league for newbies/casuals that's in GLB1. But doubt it will ever happen.
As for ladders, the problem relates to lack of teams. Switching to a global tournament might be better, but don't see the devs coding that out.

Newbies and casuals could play in cooper leagues where they could compete for a trophy against others at their skill level.
Intermittents could play in silver leagues against other intermittents.
