Chip Shot is a Passive SA so you don't see it fire.

I could see that, but Mr. Reliable is also listed as passive and it visibly fires. As long as Chip shot is doing what its supposed to do I'm O.K. with not seeing it fire.

They shouldn't, the difference between a passive and active ability is that the active ones need to 'fire' in order to work, but in this game every ability fires - so it's weird it even makes a distinction between active and passive when they both have the same role.

So why, then, do we see Mr. Reliable (passive) popping up? Or Slot Machine, or Grinder, or Quick Read, or On The Run, or Goal Line Blocker, or any of the others I can't remember seeing quite frequently?

That's what I'm saying, everything pops up - whether passive or active. Which defeats the point of 'passive vs active' - they are all active.
