This is what 100 CIT, 91 Hands, and 95 Consistency gets you

QB pass tech is also over 90

Edit: build is open.

Believe it or not, route tech can play a small part in messing up cutbacks like that - 35 isn't a bad amount in it though for a possession guy, I'd always prefer 40+ but it's pretty close.

Footwork is how you 'adjust' on a pass when working back to it or running under it, 30 is too low for any receiving position. Quickness is how fast you can spin once stopped or slowed - like a cut for a turn, and how fast you can accelerate in a straight line. Footwork helps you make adjustments to where you are running, like when the pass is slightly off target. Sometimes it's hard to see small inaccuracies left and right because of our view of the field. It's likely he needed to make a large adjustment with limited footwork and the SS was able to get in there and bat the ball away as he was attempting to secure it. The way the ball moves quickly away after contact leads me to believe the SS did get a hand on it.

You've got the main parts down of a possession player though. Those are the big 3 you mentioned. Just footwork is also required on a moderate level.

Which is weird because I see frequently see great WR's and TE's with really low footwork, quickness, and route tech levels.

I'm also really confused on this play-https://glb2.warriorgeneral.com/game/replay/689754/871286?player_id=285884

What is the point of bringing skills like Hands and Catch in Traffic to the 90s?

Well, I'll tell you right now I'd trust a guy with 70s to catch it more with high morale than a guy with 90s who was suffering at the time.

That plays a part of it, in the first example you'd posted before morale was fine, in this second one he's struggling a little bit and the defender is quite amped up already.

I would personally go with a higher toughness on your TE too, so that he's not losing as much morale when he is losing a blocking interaction or gets hit after a catch.

So do you advise going high on the Physical attributes rather than the Receiving attributes? Where do you skimp basically? I've read on here that Grip and Awareness aren't very important so that's probably obvious.

Nah, It's about preference when you skimp, I like to skimp on sprint for possession types, not like you're gonna break away anyhow, so just focusing on the footwork more and letting the high receiving skills do the talking along with positioning.

I've seen successful TEs with 35 sprint, but I'd not go that low myself - don't want to hang the QB out to dry on third and long by not getting to the down marker. Maybe bring CIT back to 90, I don't see much an improvement in skills worth the investment past 90, 85 usually is enough to be fairly elite - that being said I don't have a ton of experience building pass catchers, so I hope some others can chime in?

To have catch %s close to these guys, their target to catch ratio is very good imo.

Everything is a roll - CBs have 100 deflect, can't get the ball 100% of the time my guy

this is a good point. A CB averaging less than 60% completion percentage is a good number in real life. In this game i have had plenty of corners average less than 45% completion percentage. The only flaw i see in coverage is i still see TE be doulbed coverage pretty tightly and catch it at a high percentage.
