Juke fires off elusive running and quickness, and elusive is just a little more important to it firing.

It's a game of tradeoffs, with 30 footwork he is going to have a hard time improvising on the outside and will need blocking to get him into a one-on-one situation for him to break a tackle, he's not going to be as effective at off-tackle runs as well since they require a lot of shifting to throw off defenders pursuit. But inside he is going to be a much more effective runner than a footwork-first kind of guy, only so much room you can shift in, but breaking ankles can create more room in tight situations.
If your o-line is mobile and well built a footwork-first guy can get more out of it, if they have just okay mobility you should be looking for either a powerback or a quickness-first kind of guy to help break the tackles they will not be able to get to no matter how much the HB helps them.
I'd still lean toward the quickness as the 'meta' since it is more effective at being a part of the whole, but footwork guys, especially once they get their confidence up, can just take over the field with their running - provided RBA and footwork/sprint on linemen isn't all that bad.
