Respec only allows you to redistribute skill points, not attributes. You can only respec a player if you're not on a team.

Respec only gives you back SP/AP points spent during the previous season.
I typically try to hold off on using respecs until late in case a significant change alters what skills might need to go higher.

Best time to respect would be right after season ends? Is there a penalty for off season respect? I know theres a 20 day resign period for the regular season if you cut a player and attempt to resign after a respect

Yeah you can respec even with the player on a team during the off-season
