Would be a quick and easy way to give people a way to test out new builds in new metas, and serve as a miniature 'test server' in the sense that if you would spot potential imbalances faster. More people would be inclined to keep a player in Legend if it meant they had a test platform to work with that has a full set of boosts so more data, and user input, on the current meta as the game changes.
Also, with more flex tied up in legend people will want to buy more to use outside of it - so extra income from games that are already using up server time anyhow.
