True, but to be honest, we somewhat have that now with all thees rookie teams filled with CPU players. Best way to get agents to boost players is by providing full & active leagues with human players interacting. Would also keep them aorund from tier to tier. Not sure the server costs, but it can't be any different from filling leagues with CPU teams like is typically done on the rookie tier.

How can you have a non-boosting league? Agents dont have control over setting up leagues.

Definitely doubt they make all players free outside of boosting. Free OLine maybe though since the team owner essentially ends up making all of those spots now since others rarely build them...

We had several in GLB1. LU, ILOF, Monster, PWNFL, ect.
